NLC orders CETAG to call off strike

As Usual, the National Labour Commission has ordered the Colleges of Education Teachers Association of Ghana (CETAG) to call off its strike.

This follows Thursday’s hearing where the commission informed CETAG of its decision to sue the government for enforcement of its arbitral award orders for CETAG.

CETAG has been on strike since Friday, June 14, 2024, over the government’s delay in implementing the arbitral award and negotiated service conditions.

The arbitral award includes the payment of one month’s salary to each member for additional duties performed in 2022. To enforce its ruling the NLC is heading to court on June 26.

Labour Consultant, Austin Garmey, speaking to the media said: “We cannot deny the fact that the commission listened to the issues we raised, and we can say that they have directed the employer to go and fully implement this particular directive, if you like an adendum to unabitra states already. Therefore, CETAG will have to go and meet with their constituents between today and tomorrow and finalise the decision to return to work. That is the way to go because we will be back to the commission on the 27th.

“Because the employer is expected to begin fully implementing the award on or before the 26th of this month, and more so when they are in court as well. So, we strongly believe that we must see them respecting the orders as well, and we will go and meet our constituents and talk to them, and then we will put this matter behind us.”

CETAG, however, is yet to decide on the order to end the strike.

Veteran music producer Kwame Mickey has accused the Christian group of unlawfully sampling a song by one of his artistes, Helleluyah Voices.

The controversy erupted when Kwame Mickey took to social media to express his grievances, posting, “Who is that Defe Defe Singer? If I start right now them go say I am mansonia. What is the difference between the two songs? Somebody tell her to report and do the needful, that’s all.”

EC opens registration for special voting

The Electoral Commission (EC) yesterday opened applications for special voting for qualified institutions and individuals, which has been fixed for Monday, December 2, 2024.

It will close the applications for qualified persons who have a just cause to be granted special voting rights to apply on July 1. The special voting will not be conferred automatically, requiring qualified persons to apply for it.

It would take place in all 276 constituencies across the country, with each voter expected to cast their vote in their constituency as contained in the details of an individual’s Voter ID card.

Special voting

The special voting exercise is guaranteed under Regulation 3(1) of Constitutional Instrument (CI) 127, which states that the voter may apply to the returning officer of the constituency in which the voter is registered so that the voter can be entered as a special voter if as a result of election duties that voter would not be able to be present on the day of the election at the polling station where the voter registered.

The category of voters granted such status comprises staff of the military, police, Immigration Service, Customs Division of the Ghana Revenue Authority, Prisons Service, the Fire Service, polling officers and permanent staff of the EC and the media.

Double-voting

Applicants for special voting rights should be registered voters in the specific constituencies where they desire to cast their votes. Those who would be granted special voting rights would have their names removed from the regular voting list for the December 7 polls.

“The intention is to prevent double-voting,” the EC Chairperson, Jean Mensa, said, emphasising that the commission had put in place stringent measures to prevent the public from undermining the special voting process.

Mrs Mensa said the district police headquarters were designated as special voting centres in each constituency. She said where the number of voters allocated to a special voting centre exceeded the 750 threshold set by the EC, “another voting centre is designated as a special voting centre to facilitate the voting process within the same centre”.

She said to ensure a seamless application and voting process for all applicants of Special Voting, all applicants should apply directly to the Returning Officer of the constituency where the applicant was a registered voter.

Application process

Mrs Mensa said persons applying for special voting were required to bring along a letter from their institutions indicating that they were staff of the said institution. “Members from institutions who desire to apply as a group may submit a list of their officers to the Returning Officer to serve as a register to facilitate the process.

The list must contain the names of each applicant, the Voter ID number and the Polling Station Code as it appears on the Voter ID Card. These particulars will enable the Returning Officer to verify if the applicant is a registered voter in the constituency.

“Note that all applicants must apply in person to the Returning Officer,” the EC Chairperson emphasised. Also, she advised applicants who have misplaced their Voter ID cards to replace them during the exercise to replace lost ID cards to enable them to state the correct particulars for their applications.

Protest against sale of SSNIT hotels comes off Live today

North Tongu MP, Samuel Okudzeto Ablakwa, is leading a protest today, Tuesday, June 18, against the sale of four Social Security and National Insurance Trust (SSNIT) hotels to Rock City Hotel Limited, which is owned by Ghana’s Minister of Agriculture, Bryan Acheampong.

The NDC MP stated that the protest aims to compel the president to prevent the sale of these hotels. During a news conference at the press centre on Monday, June 17, he confirmed that all arrangements for the demonstration are complete.

He emphasised his expectation for a peaceful protest and assured that any individuals attempting to incite chaos would be dealt with by the Ghana Police Service.

Mr Ablakwa also mentioned that he anticipates officials from the presidency will meet the demonstrators and receive their petition for submission to the president.

The former Deputy Education Minister speaking at a press conference on Monday, June 17, reiterated the importance of the demonstration in ensuring that the sale does not proceed, highlighting the urgency and significance of their cause.

“We have agreed with the police on the condition that the representatives of President Nana Addo Dankwa Akufo-Addo will walk from the Jubilee House and meet us at the Christ the King Catholic Church to receive our petition.”

“We are very peaceful protestors and law-abiding as well. So we can give the Ghanaian people the full assurances that this agreement with the Ghana Police Service will be adhered to,” he said.

Mr Ablakwa has already petitioned the Commission on Human Rights and Administrative Justice (CHRAJ) to investigate the transaction.

However, he stated that he feels compelled to take this additional step because, despite widespread opposition, information he has obtained indicates that the process to finalize the deal is still ongoing.

Citing CHRAJ’s history of conducting thorough investigations, Mr Ablakwa expressed concern that the deal could be completed before the Commission concludes its inquiry.

Therefore, he believes it is necessary to exert extra pressure on SSNIT to halt the transaction.

GETFund Foreign Scholarship Application: Eduwatch & IFEST Petition MoE and Parliament to Stop It

Africa Education Watch (Eduwatch) and the Institute for Education Studies (IFEST-Ghana) have raised concerns regarding an advertisement by the Ghana Education Trust Fund (GETFund) inviting applications for Foreign Masters Scholarships. According to Section 2(2b) of the GETFund Act, 2000 (Act 581), the Fund is meant to provide supplementary funding to the Scholarship Secretariat for granting scholarships to brilliant but needy students to study in second cycle and accredited tertiary institutions in Ghana, not for directly administering Foreign Scholarships.

Unapproved Expenditure

In March 2024, Parliament approved a GHC 3.9 billion allocation to GETFund based on a specific distribution formula, which did not include GETFund Scholarships. Therefore, GETFund’s plans to spend directly on Foreign Scholarships in 2024/25 are outside the approved expenditure items in the 2024 GETFund Formula approved by Parliament, making them illegal.

Non-Responsive Students’ Financial Assistance Regime and Gross Tertiary Enrolment

In 2017/18, Ghana aimed to achieve a 40% Gross Tertiary Enrolment (GTE) by 2030, up from a baseline of 116.97%. Despite unprecedented 60% WASSCE pass rates in core subjects, the 2023 GTE attainment level was just 19.202%, with a secondary-tertiary transition rate of 34%. This highlights significant financial barriers to tertiary education. GETFund is mandated to support the Student Loan Scheme to provide financial assistance to needy students, but the scheme is underfunded, preventing about 30% of applicants from accessing the loan. Even those who receive approvals face funding issues, causing some students to drop out or take on menial jobs to survive. The average student loan amount of GHC 2,250 per year is insufficient compared to the GHC 400,000 cost of a one-year foreign Masters scholarship, making it unreasonable for GETFund to consider awarding such scholarships currently.

Foreign Scholarships and Value For Money

A review of non-bilateral public foreign scholarships in Ghana shows that over 95% of the programs are available locally at Ghanaian universities and cost 20 times less than studying abroad. This does not ensure value for money and contradicts the President’s pledge to protect the public purse.

Unprioritized Spending

Ghana is currently experiencing economic difficulties, characterized by expenditure cuts, increased taxation, and the need for prudent spending of limited local revenues. Spending scarce education sector resources on foreign scholarships for Masters students studying courses available locally is wasteful and does not represent prioritized spending in a sector where over 5,000 basic schools operate under trees, sheds, and dilapidated structures.

Reforming Public Scholarships – The Big Picture

The 2019 GETFund Performance Audit Report, which audited scholarships from 2012 to 2018, found that the GETFund Secretariat acted outside its mandate by directly administering scholarships instead of funding the Scholarship Secretariat to administer public scholarships. The Auditor-General recommended that GETFund abide by Section 2(2b) of the GETFund Act, desist from administering foreign scholarships, and transfer funds to the Scholarship Secretariat for administration.

Eduwatch and IFEST will continue to work with the government to pursue legal and institutional reforms to improve transparency, accountability, and effectiveness. Proposals include strengthening the Scholarships Secretariat into a single scholarships authority accountable to Parliament and decentralizing tertiary scholarships to public tertiary institutions under the regulation of a Scholarships Authority.

Demands

In light of the above, Eduwatch and IFEST make the following demands:

  1. The Minister for Education instructs GETFund to cease the ongoing Foreign Scholarship Application process.
  2. Parliament injuncts GETFund from spending on Foreign Scholarships, as it is unapproved by Parliament and amounts to wasteful spending of taxpayers’ money.
  3. Presidential Candidates in the upcoming elections commit to reforming the public scholarship system to make it meritorious, effective, efficient, transparent, and sustainable.
