The Director-General of the Ghana Education Service, Dr Eric Nkansah has been named the winner of the Most Outstanding Contribution to Educational Equity and Inclusion award at the 3rd edition of the Africa Public Service Optimum (APSO) Awards, organised by the Business Executive and held in Accra on Wednesday, June 5th, 2024.

In his acceptance remarks, Dr Nkansah said, “I am grateful to His Excellency the President of the Republic, Nana Addo Dankwah Akufo Addo, and the Honorable Minister for Education, Dr Yaw Osei Adutwum, for the opportunity to meaningfully serve and contribute to moving Ghana’s education system forward.”

In a heartfelt gesture, Dr Nkansah dedicated the award to his family and the entire GES staff. He acknowledged their overwhelming support and recognized that this achievement is a testament to their collective efforts and commitment to the cause of educational equity and inclusion.

The APSO Awards aim to identify and publicly recognise exemplary performance by top-level public servants and public institutions across Africa.

The awards ceremony was attended by seasoned African public servants, public policy analysts, diplomats, traditional leaders, civil society activists, and the international media.

1.0 Member Sign-Up Application Process

Step 1.0: Go to eNAPSA, navigate to the Employee Login section, and click on the Sign-Up tab.

On the pop-up window, select Existing Member option

Ensure that the documents listed in the pop-up screen in Figure 3 below are saved on your device. For additional guidance on the sign-up process, refer to FAQs accessible on the right-hand corner on each page.

Step 1.1: Enter Personal details

Proceed to enter your details as reflected on your NRC in the fields highlighted in Figure 4 below. When done, press Proceed.

If the details entered do not match those held by NAPSA, an error message depicted in  5 below will pop-up. Check whether you entered the correct details. If details are correct, click on Proceed otherwise click on Cancel to re-enter correct details as shown in Figure 4 above.

If details do not match, proceed to complete the form shown in F below so that your details are verified by NAPSA. An SMS with a reference number will be sent to you for tracking purposes.

You will be notified through SMS and email when the issue on your record that caused the signup to fail has been resolved. On receipt of the SMS, restart the signup process from Step 1.0.

Step 1.2: Enter Contact Details

Proceed to enter your primary (main) phone number, secondary (alternate) phone number (this is optional), and email address. Note: phone numbers entered should be registered in your names. When done, press Proceed. The system will then send a one-time pin (OTP) to each of the contact details provided.

Step 1.3: Enter OTP

Enter OTPs sent to your cell number(s) and email, then click Proceed.

Where validation on contact number and/or email fails, the system will display the message in the dialogue on the next page. If the validation is successful, you will be navigated to Step 1.4 where you will be prompted to set up your Security Questions.

Step 1.4: Enter Security Questions

Click on the dropdown arrow on question 1 to select your preferred security question and type the answer to your question in the adjacent field. Repeat this process for questions 2 and 3. When done, click on Proceed.

Step 1.5: Submit Attachments

Click in the blue box on the left in Figure 11 below to attach both sides of your NRC and click on the blue tab on the right to attach your passport size photo. Then press Proceed. Figure 11

Step 1.6: Submit

Click on Finish to submit your Member Signup application. A tracking number is sent to your registered phone for ease of reference. Once the application is approved, an SMS and Email with your login credentials will be sent to you. Proceed to login on eNAPSA so that you may update your beneficiaries and other details.

2.0: Update Beneficiaries & Other Details

Step 2.1: First-time Login

On Member Login, enter temporary login credentials sent to your primary phone number and click on Login tab.

Step 2.2: Create a Password and press on Save to proceed.

Step 2.3: Check Personal Details

On the Dashboard page, click on My Profile then View Profile and review whether your personal details i.e., Names, NRC No., Date of Birth are correctly maintained. If you notice any anomalies, proceed with the steps outlined below to rectify them.

Step 2.4: Amend Details

To update or amend details, click on My Profile and then Edit Profile tab.

Step 2.4.1: Select Update Details on any of the tabs below to amend the desired details.

Step 2.5: Check Contributions

To check contributions, click on the Contributions tab, input the dates, and proceed to generate a statement.

Owing to the faster pace at which teachers leave their posts in Bawku and Pusiga in the Upper East Region over security concerns, the Ghana Education Service (GES) has granted a special arrangement to recruit qualified teachers who are indigenes to teach in public basic schools in the area.

This is to address the continuous exodus of hundreds of teachers from the once vibrant towns since they cannot guarantee their security and safety due to the unending Bawku conflict.

The Upper East Regional Minister, Dr Hafiz Bin Salih, who disclosed this, said the rationale was to recruit teachers who were already residing in the Bawku enclave to teach and manage the schools with the belief that no matter the situation they would not leave the area.

“I must say that our major challenge has to do with the Bawku area where the attrition level of both teachers and pupils is high, a development which is affecting the delivery of quality education.” Attrition rate is the pace at which people leave an establishment voluntarily or involuntarily.

Dr Bin Salih was interacting with a section of the media last Sunday during which he highlighted various developmental projects and interventions being undertaken in the region to better the lot of the people.

Statistics
Available statistics from the GES indicate that so far, 495 basic school teachers have fled the Bawku Municipality and Pusiga District since 2022. The Municipal Directorate in Bawku in 2022 and 2023 released 166 and 205 teachers respectively.

Similarly, the directorate in Pusiga in 2022 and 2023 gave permission for 64 and 60 teachers to leave the district to other areas to teach over security issues, while the GES was having difficulty in getting directors to head the directorates in Bawku and Pusiga since the directors who were at post had sought transfer.

Modalities

Throwing more light on the new arrangement in an interview with the Daily Graphic last Monday, the Regional Director of the GES, Bright Lawoe, said they thought it wise to come up with the idea since the situation in the area was very worrying and the schools could not be closed down over the lack of teachers.

He mentioned that subsequently a team met with the top management of the GES to discuss how to deal with the exodus of teachers in the Bawku area in order that it does not affect basic education.

He said the GES was currently putting together the list of interested teachers for onward submission for the next line of action, stressing “only teachers who have successfully completed their course of study, passed their licensure examination as well as done their national service qualified under the arrangement”.

Financial clearance

He said once all the conditions for the special arrangement to recruit the teachers were satisfied, the Minister of Education would fast-track the financial clearance for such persons to be employed to teach in the affected schools.

He expressed optimism that the necessary processes would be completed ahead of time to enable the new teachers to start work at the commencement of the 2024/2025 academic year in September.

He assured stakeholders that the GES was doing everything possible to address the problem so that all schools within the Bawku enclave were not short-changed but had the required teachers to improve teaching and learning.

CETAG declares indefinite strike over outstanding benefits

The leadership of the Colleges of Education Teachers Association of Ghana (CETAG) has declared an indefinite strike due to delays in the payment of outstanding arrears of allowances owed to its members.

CETAG in a statement dated June 3, said the research allowances of its members are in arrears, adding that the government has flagrantly disregarded a directive by the National Labour Commission (NLC) to honour the payments.

“NLC and the Ministry of Education have denied CETAG members what is due us based on the Compulsory Arbitration Award issued on 2nd May 2023 in violation of the 1992 Constitution of Ghana which makes it obligatory for all state institutions to respect the rule of law.”

CETAG added that the salary of the national president of the association has been frozen since August 2023 and that some of its members have also not been paid without justifiable cause.

CETAG indicated that the strike will not be called off until its concerns are addressed.

“We wish to state unequivocally that the union shall no longer countenance any further violations of our rights as workers by any authority under the 1992 Constitution of Ghana. Therefore, we implore the NLC, the Ministry of Education and FWSC to uphold the Constitution of Ghana and the Labour Act, 2003 (Act 651).

“The union wishes to affirm our decision to proceed on strike by notifying our Employer that we will not call off our strike action until all the outstanding Compulsory Arbitration Awards and related concerns raised in this notice are settled through payments to our members.

Teacher Dies By Suicide After Reportedly Losing Huge Sum of Money In Aviator

A secondary school teacher in Nyamira, employed under the Board of Management (BOM), was on Thursday found dead in suspected cases of death by suicide.

Area assistant Chief Johnson Manyara identified the deceased as Kevin Omwenga, a teacher of Chemistry and Mathematics at Nyamira Boys Secondary School.

According to some of the teachers, Omwenga, an Aviator betting game enthusiast, was deep in debt and had borrowed money even from colleagues, alleged to be in the tune of Ksh50,000 — part of which he may have lost playing Aviator.

“I have gathered from his colleagues that he borrowed a lot of money, but lost most of it playing the Aviator game,” said Manyara.

Nyamira Boys School principal George Onkundi said the deceased was seen near the school on Wednesday – but didn’t report to work.

“He had not yet been employed by the TSC but was teaching with us under BOM for the past four years. He didn’t show any sign of stress,” said the principal.

According to the principal, calls made to Omwenga’s phone one Wednesday night and Thursday morning went unanswered, prompting some teachers to walk to his house to check on him.

After knocking on the door incessantly, the teachers peeped through the window only to see his body hanging by the neck. Then, the police and the area assistant chief were called to the scene.

Omwenga’s wife and their one-year-old child had travelled to the village to see his sick mother.

The body was taken to Nyamira referral hospital.

Teachers are advised to bet responsibly if they even want, to prevent such occurrences.

1.      Applications are invited from eligible Nigerians for commission into the Nigerian Army (NA) as Direct Short Service Commission (DSSC) officers. The DSSC is open to both civilians and serving military personnel. CORPS AND SERVICES

2.      Applications should be into any of the following Corps and Services of the NA:

a.      Nigerian Army Engineers.  Applicants must possess a minimum of BSc (Eng), B Eng (Second Class Lower) degree, or HND (Lower Credit) in any of the following areas: Land Surveyor, Structural Engineering, Architecture, and Building Engineering/ Technology, Estate Management, Civil Engineering, GIS/Survey. Such academic fields must be registered with the Nigerian Society of Engineers and Council for the Regulation of Engineering in Nigeria (COREN) or regulating professional bodies.

b.   Nigerian Army Signals. Applicants must possess a minimum of BSc, B Tech,            B Engr (Second Class Lower) degree or HND (Lower Credit) in any of the following areas: Electrical/Electronic Engineering, Computer Science, Computer Engineering, Cyber Security, Software Developer, Software Engineering, Telecommunications Engineering, Control Security Engineering, Network Designer and Engineering, UAV Pilot, Geographic Information Systems Engineering, Microwave Engineering, Database Management Engineering and Administrator, Project Manager Engineering and System Control Engineering, Satellite Communication Engineering.

c.   Nigerian Army Intelligence Corps.  Applicants must possess a minimum of BSc, B Eng, B Tech, BA (Second Class Lower) degree or HND (Lower Credit) in any of the following areas: History, Linguistics, Computational Linguistics, Peace and Conflict Analysis, Political Science/International and Public Relations, Computer Science, Information Technology Systems, Digital/Computer Forensics, Cyber/Network Security, Network Engineering, GIS/GEOINT, Data Science, Geospatial Intelligence, Psychology, French, Arabic, Local Language Experts (Hausa, Igbo, Yoruba, Fulfulde and Kanuri), Data Analyst, Social Media Specialist, and Digital Forensics/Forensic Analysis.

d.  Nigerian Army Corps of Supply and Transport.    Applicants must possess a minimum of BSc, BA (Second Class Lower) degree or HND (Lower Credit) in any of the following areas: Petrochemical Engineering, Dieticians, Food and Nutrition, Automotive Engineering, Logistics Management, Railway Operations Management, Shipping and Supply Chain Management. A good working experience will be an added advantage.

e.      Nigerian Army Medical CorpsAll applicants for the NA Medical Corps are expected to present proof of registration with their professional regulatory bodies and current practicing license. Other requirements are as follows:

(1)    Medical Consultants of Various Disciplines. Applicants could belong to fields of specialization such as General Surgery, Orthopaedic Surgery, Anaesthesia, Neuro-Surgery, Cardiothoracic, ENT Surgery, Physicians (Cardiologists, Endocrinologist, Nephrologists and Neurologists), Ophthalmologists as well as Obstetrics and Gynaecologists, Pediatricians and Family Medicine Physicians. Applicants must also satisfy the following criteria:

(a)     Must be a Fellow of the National Postgraduate Medical College of Nigeria or equivalent Postgraduate Medical College.

(b)   Not be more than 40 years of age by July 2024.

(c)     Must have full registration of the Medical and Dental Council of Nigeria (MDCN) for the undergraduate degree and additional qualification registration as appropriate.

(d)    Must have a current MDCN license to practice as a specialist.

(2)      Medical Doctors (Non-Consultants).    Applicants must possess a Bachelor of Medicine and Bachelor of Surgery/Bachelor of Dental Surgery for medical doctors and dental surgeons respectively and must be fully registered with the Medical and Dental Council of Nigeria and possess a current practicing license.

(3)    Nurses. Applicants must possess a minimum of BSc (Second Class) Lower Degree in Pediatrics or Nephrology or they must be in one of the following categories: Orthopaedic, Anaesthetist, Registered or Psychiatric Nurses (with BSc Second Class Lower Degree) fully registered with the Nursing and Midwifery Council of Nigeria.

(4)   Nursing. Applicants must possess a BSc Nursing and be fully registered with the Nursing and Midwifery Council of Nigeria.

(5)  Professionals Allied to Medicine. Applicants must possess a minimum of Second Class Lower degree in either Speech Therapy, Optometrists, Environmental Health Technology, Dental Technologist, Medical Laboratory Science, Psychologists, Occupational Therapy, or Dental Therapist.

(6)    Pharmacists. Applicants must possess a Bachelor of Pharmacy and must be fully registered with the Pharmacist Council of Nigeria.

f.     Nigerian Army Ordnance Corps. Applicants must possess a minimum of BSc, B Eng, BA (Second Class Lower) degree or HND (Lower Credit) in any of the following areas: Textile Technology, Textile Design, Graphic Design, Explosives Engineering, Warehouse Management, Inventory Control and Management, Procurement and Supply Chain Management, Explosive Science and Technology, Industrial Design, Printing Technology, Inventory Management, Graphics Art and Ballistics.

g.   Nigerian Army Electrical and Mechanical Engineers.  Applicants must possess a minimum of B Eng, BSc (Eng) (Second Class Lower) degree or HND (Lower Credit) in any of the following areas: Automotive, Electronics, Mechatronics, Systems, Weapon and Marine Engineering, Mechanical Engineering, Industrial/Production Engineering, Marine Architecture, Material Science. Such academic fields must be registered with the Nigerian Society of Engineers and the Council for the Regulation of Engineering in Nigeria (COREN).

h.  Nigerian Army Corps of Military PoliceApplicants must possess a minimum of   LLB BL, BSc, BA (Second Class Lower) degree or HND (Lower Credit) in either Forensic       Science, Psychology, Veterinary Doctors or Criminology.

m.  Directorate of Legal Service.   Applicants must possess an LLB BL from a recognized institution. A minimum of 2 years Post Law School legal practice is required and applicants must present evidence of practice.

n.   Directorate of Army Physical Training.    Applicants must possess a minimum of BSc or BA (Second Class Lower) degree or HND (Lower Credit) in any of the following areas: Human Kinetics, Sports Law, Physiotherapy, Sports and Exercise Medicine, Physical Health Education, Sports Psychology, Human Nutrition and Dietetics, Sports Coaching (Applicants must possess a certificate from National Institute of Sports in Athletics, Ball Games, Racket Games, Aquatics, Combat Sports and Golf).

o.   Directorate of Chaplain Services (Roman Catholic). Applicants must possess a minimum of Bachelor of Arts (Second Class Lower) degree in Philosophy or Theology or be an Ordained Catholic Priest from a Roman Catholic approved seminary, affiliated to a National Universities Commission accredited University or Urbanian University, Rome. Applicants must have good standing in the Church and be released by a Diocesan Bishop with a proof of ordination. Applicants must be vetted and recommended by the NA Directorate of Chaplain Services (Roman Catholic).

p.   Directorate of Chaplain Services (Protestant)Applicants must possess minimum of BA (Second Class Lower) degree in Divinity Theology from any of the Seminaries/Universities recognized by the NA Directorate of Chaplain Services (Protestant). Applicants must belong to one of the 18 major denominations of the protestant faith. Soldier applicants must have served the NA with a minimum of 6 years experience in Chaplaincy work and must be vetted and recommended by the NA Directorate of Chaplain Services (Protestant). Applicants must provide proof of Ordination, attestation and certification by an ordained Bishop.

q.   Directorate of Islamic Affairs. Applicants must possess a minimum of BA, B Ed (Second Class Lower) degree in the following areas: Islamic Studies, Arabic and Islamic Studies, Arabic, LLB Sharia, Islamic Theology, Qur’anic Science, Hadith Sciences, Qur’anic Exegesis, Islamic Jurisprudence, Comparative Religious Studies from recognized Nigerian universities, Azhar University, Cairo or Saudi University. Each applicant would be required to produce testimony of excellent character from a reputable Islamic religious organization in Nigeria.Applicants must be able to speak Arabic and English languages.

ENTRY REQUIREMENTS

3.      All applicants must satisfy the following conditions:

a. Be a Nigerian as defined in the Constitution of the Federal Republic of Nigeria.

b. Be a male or female between the ages of 20 and 30 years. Medical consultants could be between 25 – 40 years of age by April 2024.

c. Be medically, mentally, and physically fit according to NA standards.

d. Be recommended and attested to his/her good character by at least 2 recognizable referees who are either a Local Government Chairman/Secretary or an officer of the Armed Forces not below the rank of Lieutenant Colonel and equivalent or an Assistant Commissioner of Police and above who must hail from the applicant’s state of origin. Passport photographs of referees must be affixed to the letter of attestation.

e.      Applicants must submit a letter of Attestation from their former institutions.

f.       Measure in height at least 1.68m (for males) and 1.65m (for females).

g.      Must not have been convicted by any court of law. Military personnel applying must be free from any disciplinary case and endorsed by the applicant’s Commanding Officer/Commander.

h.      Possess at least a first degree with not less than Second Class Lower Division or HND (where applicable) of not less than Lower Credit from any accredited institution of learning.

i.    Possess a valid birth certificate endorsed by the National Population Commission, Hospital, or Local Government Council or a valid age declaration.

j.       Possess a valid certificate of state of origin.

k.      Applicants must possess an NYSC discharge certificate or valid exemption certificate as appropriate.

l.   Graduates with professional qualifications must be duly registered by relevant regulating bodies recognized by Nigerian Laws at the commencement of cadet training.

m.     Only Post-secondary academic credentials obtained from 2014 to date will be considered.

n.      Applicants must present valid contact addresses and telephone numbers of parents/guardians and Next of Kin as appropriate.

o.      Candidates must not have any bodily inscriptions or tattoos.

p.      Candidates must tender all original copies of educational certificates (primary to Post-secondary).

q.    Service personnel must present valid military identity cards and letters of recommendation by their Commanding Officers/Commanders. They must also present valid letter(s) of Service sponsorship to tertiary academic institutions (where applicable). Additionally, they must have served for a period of not less than 5 years.

r.      Candidates must not belong to any cult/society/fraternity.

s.      Candidates with the ability to swim will have an added advantage.

CONDITIONS OF SERVICE

3.      The DSSC will be granted for a total of 15 years, for an initial period of 8 years, renewable yearly for another period of 7 years.Direct Regular Commission (DRC) may be granted on conversion after 3 years as a commissioned officer. Other Service conditions include the following:

 

a.      The DSSC officers shall be on probation for the first 3 years of service.

b.    Conversion to DRC is not automatic but based on application by an eligible commissioned officer. It is however based on availability of vacancy and other criteria that are or will be in force from time to time.

c.      All graduating officer cadets must sign an acceptance of the terms and conditions governing the DSSC before they are granted commission into the NA.

d.      The reckonable period of service for civilians who become commissioned officers will be based on the date of commencement of cadet training while that of military personnel applicants would be the date of enlistment.

e.      Medical Consultants on successful completion of military training shall be granted the rank of Major with seniority effective from date of commission.

f.       Officer cadets who successfully complete the military training shall be granted the rank of Lieutenant (except for medical consultants who will be commissioned as Majors) with seniority effective from date of commission.

(6)   Fill out the form and ensure all required documents listed below are uploaded:

b.      Print Out.  Applicants must print out their online generated photo-slip on completion of their application. The first page is to be signed by the Registrar of any Court of Law while the second page is to be signed by the applicants’ Local Government Chairman/Secretary or any military officer of the rank of Lieutenant Colonel or equivalent and above who hails from an applicant’s state of origin. Successful applicants would be required to take a written examination at assigned examination centres. Successful candidates would present their printed application forms (photo-slips, guarantors form, attestation form etc) at the Examination Centres and subsequently to the Selection Board during interview.
