In a letter sighted by Seekers News GH, dated 26th March 2025, the ministry announced that His Excellency the President, in accordance with Article 243 (1) of the 1992 Constitution and Section 20 (1) of the Local Governance Act, 2016 (Act 936) as amended, has nominated individuals for appointment as District Chief Executives.

The nominees are pending approval by their respective Regional Assemblies.

The letter reads:

“H.E the President, in accordance with Article 243 (1) of the 1992 Constitution and Section 20 (1) of the Local Governance Act, 2016 (Act 936) as amended, has nominated the attached persons for appointment to the office of District Chief Executives, pending approval by their respective Assemblies.”

Businessman Attempted to Pay for Ministerial Nominee’s Approval – Mahama Ayariga Reveals as Barker-Vormawor’s has been summoned to bring Evidence based on his Allegation

The Majority Leader in Parliament, Mahama Ayariga, has disclosed that a businessman recently attempted to mobilize funds to support a ministerial nominee’s approval process, despite there being no requirement for such payments.

Revealing the Attempt

Speaking on Joy News’ PM Express on Tuesday, January 28, the Bawku Central MP recounted the encounter, emphasizing that the Appointments Committee does not demand money from nominees. He urged anyone with evidence of bribery to come forward.

“I actually met somebody who operates in a sector, and the person said, ‘Oh, our minister is being considered this week, so we want to go and help him.’ And I said, ‘Has the sector minister asked you to come and help him?’ He said, ‘No, no, we just want to come together and help him,’” Mr. Ayariga narrated.

He further revealed that he immediately shut down the idea, warning that such mobilization was unnecessary and would not be accepted.

“I told the person, ‘I don’t think there’s a need for you and people in your sector to mobilize money to help your minister, because we won’t even accept it,’” he stated.

Response to Bribery Allegations

Mr. Ayariga’s revelation comes in response to claims made by lawyer and activist Oliver Barker-Vormawor, who alleged that ministerial nominees were being asked to pay bribes in exchange for parliamentary approval.

He dismissed these allegations and called on Barker-Vormawor to provide concrete proof.

“I had wind of what he said, and then the chairman reached out. I said, ‘Call him, let him come. And if he has anything and he can substantiate it, we need to deal with it openly and transparently,’” he remarked.

Upholding the Integrity of the Appointments Committee

The former Sports Minister reassured the public that the Appointments Committee operates with integrity and that nominees are not required to make payments to secure approval.

“You spent a few days on the committee. What personal knowledge or otherwise do you have to share on these claims being made—that some monies were paid to members of the committee to approve some nominees?

“I am unaware of any such thing. That’s why I think he should come. Maybe he has something because, you see, in this country, all sorts of things happen,” he stated.

He pointed out that, with the National Democratic Congress (NDC) having a majority in Parliament, there was no incentive for such payments.

“NDC is in power. We have 184 members, and then we have four independent members. Two are actually NDC members. The others are not originally NDC but have agreed to do business with NDC. We can approve anybody. So no nominee needs to give anybody any money, because as a party, you will be whipped in line to vote according to the party’s interest,” he explained.

Nomination Approval Process

Mr. Ayariga clarified that unless a nominee faced serious issues raised through a petition, they were almost certain to be approved.

“Unless there’s something fundamentally wrong with you, and in that instance, if it’s revealed through a petition or something of that sort, we will go back to His Excellency. ‘Please, Excellency, we know your standards. This guy doesn’t meet your standards. Can you withdraw the nomination?’ Otherwise, every other person, most of them, are sitting members of Parliament, and constitutionally, at the barest minimum, they are qualified to be ministers of state,” he stated.

Call for Transparency

Reaffirming his stance on transparency, Mahama Ayariga encouraged anyone with credible evidence of wrongdoing to present it.

“If he has anything about some money being handed over to Appointments Committee members, he should just come, and then we’ll look into it. And I encourage it—not just this instance, but any other instance—because we want to build institutions that have integrity, that are credible, and that Ghanaians have trust and confidence in,” he emphasized.

Awaiting Evidence

While expressing skepticism about the allegations, Mr. Ayariga remained open to an investigation.

“I have not seen it. So I’ll be surprised if he comes up with anything tomorrow. I’ll be surprised. But we encourage every other person to come forward if they have evidence,” he stated.

Barker-Vormawor’s Allegation

The controversy was sparked by a social media post by Oliver Barker-Vormawor, which read:

“So all the monies the ministerial appointees are being made to pay to the Appointments Committee just to get approved, are those ones not affected by ORAL? Strange Republic.”

Barker-Vormawor has been summoned to meet the parliamentary committee and provide evidence to support his claims.

National Service Authority Secures 10-Day Injunction to Halt The Fourth Estate’s Exposé on Digitalisation Scam

The National Service Authority (NSA) has gone to court for the second time seeking to secure another injunction to prevent The Fourth Estate from publishing a series of investigative stories scheduled for release this month.

The officials of the Authority say should the court allow the Media Foundation for West Africa’s accountability journalism project, The Fourth Estate, to publish an investigation it conducted into its activities without hearing its side of the story, it would suffer “irreparable harm”.

“That the reputations of the applicant [NSA] and its management will be soiled if the respondents [MFWA and others] are allowed to proceed with their threatened publication and if it later turns out to be a false story, the injury and reputational damage occasioned cannot be reversed,” the NSA prayed the court.

The Fourth Estate has repeatedly communicated its willingness to engage NSA officials, offering them the opportunity to provide their perspective on the investigative findings. These efforts included official letters, in-person engagements, and telephone calls.  However, the NSA officials have been feet-dragging, and instead, have opted for legal means to block the publications.

On December 2, 2024, about 12 hours before the first publication, a court bailiff served the Media Foundation for West Africa, the organization that runs The Fourth Estate project, with an injunction from the High Court.

This followed The Fourth Estate’s announcement that it would be publishing a series of investigative reports on the NSA.  However, the NSA filed an injunction application on December 2 and secured a court order on the blind side of The Fourth Estate to prevent the publication.

The 10-day injunction expired on December 12, 2024, but the NSA officials have returned to court for a legal tussle. This time around, the Authority is seeking among other reliefs, a directive from the court to restrain the Fourth Estate from publishing its investigative report on “any social media platforms or newspapers or material until the plaintiff [NSA] side is included.”

The NSA officials also want the court to order The Fourth Estate to retract its yet-to-be-published report on all social media platforms or newspapers.

They also want The Fourth Estate to bear the cost of the litigation.

The National Service Authority (NSA) has obtained a 10-day injunction to prevent The Fourth Estate from publishing an investigative report titled NSS Scandal: The Digitalisation Scam and More.

The Fourth Estate, a project by the Media Foundation for West Africa, had announced plans to release the exposé this week, with the first installment scheduled for December 3, 2024. However, just 12 hours before the planned publication, a High Court bailiff served the Media Foundation for West Africa with the injunction.

The court order states:

“IT IS HEREBY ORDERED that the Defendant/Respondents, its privies, servants, agents, assigns, and interested parties are hereby restrained from putting out any purported investigative report concerning the Plaintiff/Applicant and its staff until their side of the subject matter of the investigations is heard and included in the said report.”

The injunction, secured on December 2, 2024, was reportedly obtained without the knowledge of The Fourth Estate, effectively delaying the release of the report.

The Fourth Estate had announced on November 29 that it would publish a series of stories uncovering alleged irregularities within the NSA. Despite this setback, the development has sparked widespread interest and anticipation regarding the details of the exposé.

Speakers Application denied

The Supreme Court has dismissed an application by Speaker of Parliament Alban Bagbin, who sought to overturn the Court’s ruling that suspended his declaration of four parliamentary seats as vacant.

This follows an initial suit filed by Effutu MP Alexander Afenyo-Markin, challenging the Speaker’s declaration.

The Speaker’s legal team argued that the Supreme Court lacked jurisdiction in this case, among other grounds canvassed in court.

However, after hearing arguments from all parties, including the Attorney-General and Minister for Justice, the Supreme Court maintained that its earlier ruling was appropriate, stating that the Speaker’s appeal was without merit.

“We have considered the application, and we have come to the conclusion that the grounds supporting the application have no merit,” the Chief Justice stated.

Prior to this decision, the Court also dismissed an objection raised by Thaddeus Sory, counsel for the Speaker, regarding the empaneling of Justice Ernest Gaewu.

Mr Sory argued that Justice Gaewu’s past role as a parliamentary candidate for the New Patriotic Party (NPP) suggested a potential conflict of interest.

However, the Supreme Court rejected this claim.

This ruling comes after the Court, on October 18, instructed Parliament to allow the four MPs to continue their duties until the case is resolved, effectively pausing the Speaker’s declaration on October 17.

This decision holds particular significance as both sides in Parliament currently claim a majority.

I am directed by Rt. Hon. Alban Sumana Kingsford Bagbin, Speaker of Parliament, to return the attached processes, which were left at the Legal Services Office of the Parliamentary Service by three (3) bailiffs of the Court on Wednesday, 16th October 2024. The Electoral Commission (EC) will re-exhibit the Provisional Voter’s Register (PVR) from October 14 to 19, 2024.

This decision follows a meeting held with political parties and other stakeholders on October 1, 2024, under the auspices of the Inter-Party Advisory Committee (IPAC).

The EC emphasised that this exercise is part of its commitment to ensuring a transparent and accurate voter register ahead of the upcoming elections.

As part of the process, the EC has encouraged the public to verify their registration details by dialing *711*51# or visiting the commission’s official website.

These platforms allow citizens to check their information on the Provisional Voter’s Register without having to visit an EC office.

This is intended to make the verification process more accessible and convenient for all voters.

The Commission also advised the public to report any discrepancies or errors found in their registration details to their respective District Offices for correction.

Ensuring that all details are accurate and up to date is a crucial step in maintaining the integrity of the voter register.

The EC assured the public that prompt action would be taken to address any issues that may arise during the re-exhibition period.

In addition, the EC has urged political parties to actively participate in the process by using the template provided to them.

Parties are expected to report any discrepancies they identify during the re-exhibition exercise, helping to ensure a comprehensive and transparent verification process.

According to the Commission, this collaborative effort is aimed at safeguarding the accuracy and reliability of the voter register ahead of the 2024 elections.
